point out that the supply of such labour is by no means unlimited. The workmanship required in the case of the Law Courts was of ex- ceptional quality, which tended to further limit the supply of labour,

With regard to (c), the death of the Contractor, who had successfully and expeditiously executed previona large contracts for Government, was obviously a serious loss, especially as it occurred whilst the work was still in its early stage. Mr. Chan A Tong's son carried it on until the middle of Joue, 1912, when it was, by Agreement, taken over and completed by Government.
